In December both the Irish Pharmaceutical Healthcare Association( IPHA) and Medicines for Ireland (MFI) signed Framework Agreements on the supply and pricing of medicines with the State. These agreements set the reimbursement terms and conditions for all new and existing medicines – originator and generic, biosimilar, and hybrid medicines – for the period 2021 –2025.
Fully understanding these Frameworks and their key implications will be of vital importance to anyone involved with pricing, reimbursement applications or indeed has a general interest in Market Access. We’re delighted to welcome Brenda Dooley and Cillian Copeland from AXIS Consulting who will give a full breakdown of both the IPHA and MFI Frameworks along with the various changes they bring.

Brenda Dooley, Founder & CEO – AXIS Consulting
Brenda Dooley is an expert market access strategist with 20+ years international biopharma industry experience. She established AXIS Consulting in 2012 and with over 80 bespoke reimbursement submissions now completed for the Irish authorities, AXIS Consulting has become the leading global provider of services to pharmaceutical companies seeking access for new medicines in Ireland.
A member of the Minerva International Health Economics Network, Brenda has established strategic links with providers of health economics services across the UK, EU, USA and Canada. Knowing that a customised approach is fundamentally important for successful submissions to national agencies. Brenda has led AXIS Consulting’s recent expansion of market access services to Scotland and BeNeLuxAI.
Brenda holds a BA (Hons) in Business, a Diploma (Hons) in Financial Management and a MSc (Hons) in Health Economics. A member of Ireland’s Institute of Directors, Brenda is also a member of the National University of Ireland, Galway’s Investment committee having previously been a member of the University’s Risk & Audit committee.
Cillian Copeland, Senior HTA Manager – Axis Consulting
Cillian is a Senior HTA Manager who joined AXIS in 2019. In this role, Cillian supports clients with economic and budget impact model recalibrations and the development of HTA dossiers. Coming from a research background in mathematics and statistics, Cillian is particularly interested in economic modelling and the important quantitative requirements associated with HTAs. Cillian believes that a focus on teamwork and providing a bespoke service to each client allows for a flexible and multi-disciplinary approach to each reimbursement application, drawing on the unique skill sets of each member of the AXIS team. Cillian holds a BSc (Hons) in Economics and Finance from University College Dublin (UCD), an MSc in Mathematics and Statistics from UCD as well as an MSc in Health Economics from Erasmus Universiteit Rotterdam.
